- ➤ Reading’s Halloween on Penn event has been rescheduled for today along the 600 block of Penn Street from 5 to 8 p.m. The city said vendors will offer free candies, prizes and pumpkin decorating stations, with free parking available (South Penn Garage, 626 Cherry St.) from 4 to 9 p.m. Reading Eagle
- ➤ Paul and Karen Oxholm were named co-chairs of the Reading Public Library’s 2025 Annual Appeal to raise $65,000 for free programs and services in the community. They have long supported local nonprofits and now lead the effort to help sustain library activities amid uncertain public funding. Reading Eagle

- ➤ On October 23, Berks County Public Libraries and Berks County Jail unveiled a fully stocked book vending machine at Bern Township—designed so kids visiting loved ones can use a token to choose and take home a free book. Berks Weekly
GOVERNMENT NEWS
- ➤ Reading City Council approved an $82,542 contract to F.A. Bartlett Tree Experts for a city-wide master plan that will include a full tree inventory—this plan follows the 2021 Climate Action Plan and will take about one year. The council also approved buying a new police emergency response patrol vehicle and removed a member of the Environmental Advisory Council for ethics violations. WFMZ-TV
- ➤ After a Tuesday tour, Capital Project Manager David Anspach said the Reading Pagoda renovation is in its final stage and will finish in 45 to 60 days with improved safety systems and modern flooring. The Pagoda Foundation will manage the building and plans a mid-April public opening — blending historic features with new upgrades. Berks Weekly

- ➤ The Reading Planning Commission approved a plan on Tuesday to convert a 100-year-old Albright College dorm into a 38-unit apartment complex at 1420 and 1430 N. 13th Street—SI Holdings IV LLC will join two parcels for the project while a nearby parking lot plan now awaits a highway occupancy permit from PennDOT.
