- ➤ Israel Mendoza—charged in a 1998 drive-by killing near Front and Elm Streets—appeared before a judge today at the Berks County Services Center as law enforcement witnesses recalled the tragic case and noted his long evasion after fleeing arrest until his capture in Mexico, with his formal arraignment set for September 3.
